A residential appraisal is an independent, USPAP-compliant opinion of what a home is worth on a specific date, produced by a state-certified appraiser who inspects the property in person and analyses verified comparable sales rather than relying on an automated estimate. It is the document lenders, courts, county boards of equalization and the IRS accept as evidence of value, which is why the same inspection can serve a purchase, a refinance, a divorce, an estate or a tax appeal depending on the intended use stated in the assignment.

Every residential assignment produces the following:

  1. A USPAP-compliant appraisal report Written to a stated intended use and intended users, with the scope of work disclosed on the face of the report.
  2. A full inspection, measured and photographed Interior and exterior, with gross living area measured rather than taken from tax records, which are frequently wrong.
  3. Comparable sales analysis with supported adjustments Verified closed sales from the subject's own market, with the reasoning behind each adjustment shown rather than asserted.
  4. Delivery in 2-3 business days Measured from the inspection. Complex, rural or unique properties take longer, and we say so before the assignment starts.
  5. Direct access to the appraiser who did the work Questions about the report are answered by the person who wrote it, not a call centre.

Appraisal, home inspection, or online estimate

These three get confused constantly, and only one of them is an opinion of value that a lender, a court or a county board will accept.

What we appraise

Belk Appraisal Service covers residential property across Metro Atlanta, working out of Marietta:

  • Single-family homes, from starter properties to custom and luxury builds.
  • Condominiums and townhouses, where the comparable set is the association rather than the wider neighbourhood.
  • Two- to four-unit residential property, including owner-occupied duplexes.
  • Small investment property, where the income approach may carry weight alongside sales comparison.
  • Vacant residential land and lots, valued on zoning, access, utilities and highest and best use.

Properties that are unusual for their market take longer and cost more to appraise, because the comparable evidence has to be found rather than pulled. That is said up front, not discovered halfway through.

What is actually in the report

A residential appraisal report is a piece of evidence, and it is written to be examined. Every one contains:

  • The intended use and intended users, stated explicitly, so there is no argument later about what the report was for or who may rely on it.
  • The effective date of value, which is usually the date of inspection but may be a past date where the assignment calls for one.
  • The scope of work, describing what was inspected and what was not.
  • A sketch and measured gross living area, taken on site. County records are often inaccurate and are not relied on.
  • Comparable sales with adjustments, each one reasoned from market evidence rather than a rule of thumb.
  • Photographs of the subject, the comparables and anything affecting value.
  • The appraiser's certification, signature and Georgia credential.

Why the online estimate and the appraisal disagree

Automated valuation models price a home by pattern-matching public records and past sales. They are useful for a rough range across thousands of properties and unreliable for any one of them, for reasons that are structural rather than fixable:

  • They have never been inside. A gutted kitchen and a renovated one look identical in county data.
  • They inherit bad square footage. If the tax record is wrong, the estimate is wrong, and tax records are wrong often.
  • They cannot see condition. Deferred maintenance, a failing roof and a finished basement that was never permitted are all invisible.
  • They struggle where sales are thin. Unique properties, custom builds and neighbourhoods with little turnover are exactly where the model has least to learn from.

None of that makes an online estimate worthless. It makes it a starting point for a conversation rather than a number to make a decision on, and it is not evidence anyone official will accept.

Choosing a certified appraiser

Appraisal is a licensed profession in Georgia, and the credential matters more than the marketing. Worth asking any appraiser before you engage them:

  • What is your Georgia credential, and is it current? Certification levels differ in what property they permit.
  • How often do you work in this specific market? Metro Atlanta is not one market. Cobb, Fulton, DeKalb and the counties beyond behave differently, and so do submarkets inside them.
  • What is the intended use, and who will be allowed to rely on the report? An appraiser who cannot answer that cleanly has not scoped the assignment.
  • Will you testify if this becomes contested? Worth knowing before you need the answer, not after.

One thing no credible appraiser will do is tell you what the number will be before the work is done. An appraiser who quotes a value to win the job has already told you what the report is worth.

About the appraiser

Jeff Belk

Certified Real Estate Appraiser

Belk Appraisal Service has appraised residential property across Metro Atlanta since 1988, working from Marietta and covering Cobb, Fulton, DeKalb and the surrounding counties. That is long enough to have appraised through several complete market cycles in the same neighbourhoods.

Local knowledge is not a slogan in this work. It is knowing which streets in a subdivision sell differently, which school attendance lines actually move value, and which recent sale was a genuine arm's length transaction rather than a family transfer. That is the difference between a defensible report and a plausible one.

How an appraisal runs

1

Assignment intake

We confirm the intended use, who will rely on the report, and the effective date. Those three decide the scope, the fee and the turnaround.

2

Scheduling and inspection

A full interior and exterior inspection, measured and photographed. Access to all finished space keeps the report from carrying unnecessary assumptions.

3

Market research and analysis

Verified closed sales from the subject's own market as of the effective date, adjusted for differences in site, size, condition and amenities.

4

Report delivery

Typically 2-3 business days after inspection, delivered to the users named in the engagement.

5

Questions answered

By the appraiser who wrote the report. If it is going to be challenged, that is worth having.

Residential appraisal questions we get most

How long does a home appraisal take in Atlanta?

The inspection itself usually takes 30 to 90 minutes depending on the size and complexity of the home. The report typically follows in 2-3 business days. Retrospective assignments, unusual properties and markets with few recent sales take longer because the research burden is heavier.

What is the difference between an appraisal and a home inspection?

An appraisal is an opinion of market value produced by a state-certified appraiser, and it is what lenders and courts accept as evidence of what a property is worth. A home inspection is a condition assessment produced by a home inspector, covering systems, structure and defects. They answer different questions, and most transactions need both.

Why is my Zestimate different from the appraisal?

Automated valuation models price homes by pattern-matching public records. They have never been inside the property, they inherit whatever square footage the tax record holds, and they cannot see condition or unpermitted work. An appraiser measures the home, inspects it, and selects and adjusts comparables with reasoning that can be examined.

Do I need an appraisal to refinance?

Often, though not always. Lenders sometimes grant an appraisal waiver when their automated model is confident and the loan-to-value is conservative. Whether a waiver is offered is the lender's decision, not the appraiser's, and it is worth knowing that a waiver saves time rather than guaranteeing the estimate behind it is right.

How should I prepare my home for an appraisal?

Provide access to every finished space including basements and attics, have a list of improvements with dates, and make sure any permitted work has its paperwork available. Cleaning helps the photographs but does not change the value. What does change it is the appraiser being able to see and verify everything that counts as finished space.

Can one appraisal be used for more than one purpose?

Not reliably. Every report states an intended use and the users entitled to rely on it, and using a report outside that scope is a common way to have it rejected. If you need the same property valued for a second purpose, say so at intake so the assignment can be scoped correctly from the start.
